This volume is based on the 2002 edition of Institutions Matter More Than Technology, with one article removed to avoid overlap with other volumes in the "Wu Jinglian Collection," and supplemented by twenty-one articles written between 2002 and 2018 that address related issues. Although this is not a comprehensive historical account of the development of China's high-tech industries, the evolution of the questions explored in these articles across different periods offers a clear glimpse into their basic trajectory.

China's high-tech industries have grown and strengthened through a process of addressing deficiencies and overcoming shortcomings. On the one hand, it is gratifying to see that many of the urgent calls made in earlier years have now become reality. On the other hand, certain persistent challenges continue to manifest themselves in new forms, and these demand our serious attention.

Because the underlying essence of phenomena remains constant even as circumstances change, the core issues reflected in these articles-even if some of the specific problems they address are no longer current-remain very much on the agenda of China's high-tech industrial development. We can still draw valuable lessons from the historical evolution of these concrete issues.
