Women have often been viewed as 'mysterious' to men and their behavior puzzling because they don't tend to act in a manner that makes sense (to men). Women often say one thing, but do another, they change their minds and otherwise do not follow through on promises made. Female nature is different from male nature, and women are motivated differently than men. Not only are their objectives different, but so are their methods of realizing their goals.
99 Laws is largely about the nature of women in general, and about Western women in particular. The Laws are based upon the observations of men and women throughout the ages, from a variety of cultures, traditions, and places.
While women may appear to be different depending upon the culture, there are nevertheless many common behaviors, wants and needs that they share. These Laws are designed to illuminate these commonalities.
